FAQs on NUPRC (DPR) Permit In Nigeria

NUPRC is an abbreviation for the Nigerian Upstream Petroleum Regulatory Commission which is the body that is responsible for issuing permits and licences in the oils and gas industry in Nigeria. It was formerly known as the Department of Petroleum Resources (DPR)

This is a permit or license given to any company or facility that intends to provide services in the oil and gas industry. This was formerly known as the DPR Permit

If you intend to engage, render, or offer technical services in the Oil and Gas Industry in Nigeria, then obtaining an NUPRC (DPR) Permit is a pre-condition.

There are mainly 3 categories of NUPRC (DPR) permit, to wit:

  1. General Purpose DPR License: This category of DPR License covers Minor Supplies, Works (Artisans) and Maintenance services (Artisans) which do not require specialized or certified competence such as the supplies/rendering of minor civil, mechanical, electrical, plumbing, welding, catering materials or services, etc.
  2. Major Category: This category of NUPRC (DPR) Permit covers more advanced and specialized services and skills such as rehabilitation, upgrade, fabrication works, equipment supply services, consultancy, aviation support, haulage, protocol and logistics, etc. and applicants under this category are required to possess relevant and verifiable technical/special skills.
  3. Specialized Category: This category of NUPRC (DPR) Permit covers highly technical services such offshore and onshore pipeline laying and construction, facility maintenance, major construction, drilling production and dredging, exploration, technical consultancy, and special transportation services, etc. Applicants under this category are required to possess relevant and verifiable technical/special skills.

You will need to register and create an account on the OGISP portal, fill in the required information, make payment and then submit the application.

The requirements include:

  • Company’s CAC Certificate and other incorporation documents
  • Company’s current Tax Clearance Certificate (TCC)
  • Evidence of payment of Nigeria Social Insurance Trust Fund (NSITF)
  • List of Equipment or facility available to the company
  • Medical Retainership with a hospital
  • Company’s profile
  • List of staff
  • Relevant Professional Certificate (very important for Major and Specialized Category)

For the General and Major Category, it takes about 3 working days but for Specialized Category it takes about a week.

The permit is to be renewed yearly starting from the date of approval
